The postal plebiscite is being run by the Australian Bureau of Statistics, rather than the Australian Electoral Commission. Opposition frontbencher Andrew Leigh has told the A-B-C, the Bureau of Statistics isn't set to deal with some of the intricacies of elections, like those who are not fully listed on the electoral roll for safety reasons, known as silent electors, and those living overseas who are eligible to vote.
