European Union leaders have gathered in Brussels to examine new ways to deal with migrants wanting to enter Europe. The number of people arriving without documents in Europe has dropped significantly, but anti-migrant parties have consolidated their powers, with many E-U citizens concerned there will be a repeat of a surge in migrants. Many EU leaders are hopeful their differences on the issue do not tear the 28-nation bloc apart.
