Is the art of writing eloquently learnt or gifted?

Mr. Adam Homeh "Athra" magazine editor in chief says the writing is a talent by giving an ample example of himself saying that he started writing when he was in the fourth grade. Mr Homeh as an Assyrian was affected by the tragic stories and history of his nation which he heard from his father, mother and other elders.
