What will the new Iraqi government offer to the people?

In the midst of negotiations on the formation of the Iraqi government, the Kurdish people are trying to assert their rights around the disputed areas and in the city of Kirkuk. The Iraqi president was instructed to take action during the first session in early September. But the question is; what willl the future hold for the Iraqi people?
