Mr Velev was an activist of the democratic changes in Bulgaria after 1989.

In 1991 he joined the Bulgarian Radical Democratic Party.

Between 1992 and 1994 he was a Deputy Minister of Trade, and later a Minister of Trade (1994-1995).

Kiril Velev was Advisor to the Prezident Zhelio Zhelev (1995-1997) on economic and trade policies.
