It comes as he handed down his findings into the death of baby who was found at a Sydney beach in 2014.

The coroner was not able to identify the baby or how she died.

Filomena D'Alessandro who unofficially adopted the baby so she could be given a proper funeral, has welcomed the recommendation.

"We may not have done too much for Lily Grace but at the end of the day if something comes out of this that is positive that will be fantastic."

The so-called baby-boxes would allow parents to place their babies into a hatch in the hospital wall, and an alert signals nursing staff.

The possibility of NSW introducing "safe haven" laws which protect mothers who abandon newborns from prosecution was also recommended.
