Federal, state and local governments will pour $20 billion into a 10,000-hectare greenfield site around Badgerys Creek airport, with businesses encouraged to invest in what's being dubbed the NSW "aerotropolis".

NSW Premier Gladys Berejiklian says the state government will fast-track infrastructure to be built around the new city in a joint announcement with Prime Minister Malcolm Turnbull to spruik the state's newest economic zone.

"The aerotropolis will create jobs in aerospace and defence, manufacturing, healthcare, freight and logistics, agribusiness, education and research," Ms Berejiklian told a business investor forum in Sydney on Monday.

"The city deal is a game-changer," Mr Turnbull said at the opening of the forum.

"For the first time, all three levels of government will be united in a common purpose, to make Western Sydney one of the best places to live and work in Australia," he said.
