Demerit-point system for welfare slackers

Welfare recipients who don't show up for job interviews could lose their payments for up to two months under a tough new demerit-point system.

根据澳洲新闻网的报道,全新的七分制分两个阶段,特别是“青年津贴”和等同失业救济的“新开始津贴”,如当事人不愿工作、面试或缺席重要的会面,又无合理解释,就开始扣分。

当领取福利人士被扣至三分,需见福利官员,讨论情况,并收到警告。

当扣至四分,开始损失部分福利,


当扣满七分,将被暂停领取福利长达八周。

严重罪行亦会立即扣满七分。

人力服务部长Alan Tudge表示,新的措施来确保福利领取人会去找工作,并符合被称为“双向责任”的要求。

工党工作场所关系发言人Brendan O'Connor赞同双向责任的 原则,但是称工党会等待细节。

领取报到,积分制将成为特恩布尔政府主要的福利改革,财案会废除等同于失业救济的「新开始津贴」(Newstart Allowance),并入其他类别的福利。

由于具体细节有待公布,估计日后失业救济不再被视为独立的福利项目,必须配合个人或家庭状况才可领取,例如残疾、单亲家庭等等。

政府较早前放风指,有长期领取失业救济人士滥用制度。
