India says troops 'disengaging' after border stand-off with China

India said Monday it had agreed with China to end a months-long military stand-off at a strategically important disputed area in the Himalayas and troops had begun disengaging.

据BBC报道,8月28日14时许,印度外交部称,印中两国同意结束自6月以来中印边界锡金段的对峙。印度外交部的声明说,两国近几周来一直保持外交沟通,在此基础上印度同意从洞朗的对峙地点(face-off site)撤离。

声明说,"几个星期来,印度和中国就都克兰(中国称洞朗)事件保持了外交沟通,在这些沟通中,我们能够表达我们的看法,传达了我们的担忧和利益,"声明说,"在这一基础上,(两国政府)已同意迅速撤离在都克兰对峙地点的边境人员,撤离正在进行中。"

中国外交部发言人华春莹确认28日下午14点30分许,印方人员和设备已经全部撤离,中方人员在现场进行了确认。

华春莹说:“中方将继续按照历史界约规定,行使主权权利,维护领土主权。中国政府重视同印度发展睦邻友好关系,希望印方切实遵守历史界约和国际法基本原则,与中方一道,在相互尊重领土主权的基础上,维护边境地区和平安宁,促进两国关系健康发展。”

根据美国之音的报道,印度认为,中国在中国与不丹存在主权争议的洞朗地区修建道路,有可能对印度通往东部七个邦的西里古里地段产生威胁。不丹与中国均宣称拥有洞朗地区主权。印度没有声索对洞朗地区的主权。不丹外交事务长期由印度指导,不丹与中国没有建立外交关系。中方则宣称印度军队非法越界进入中国领土。
