New generation of Hong Kong lawmakers defies Beijing

There have been rowdy scenes in Hong Kong's Legislative Council - as young opposition politicians took their swearing in ceremony ...as an opportunity to call for more democratic reforms. At the first session of the legislature since last month's elections - several new representatives put their dissatisfaction with China on show.

周三香港立法会宣誓仪式及会议出现不少风波。有三名非建制派议员,包括本土派政党「青年新政」的梁颂恒、游蕙祯及代表建筑、测量、都市规划及园境界的姚松炎,于宣誓仪式期间,利用宣誓作反对中国的抗议。

如果按照正常程序,原本70名新任议员会逐一宣誓正式上任,并会在下午投票选出立法会主席的职位归属。但是梁颂恒、游蕙祯在仪式中,展示一面蓝 色旗帜,上书“香港不是中国”(Hong Kong is not China)的英文字句,两人将中国的英文读成"支那",又加入“香港民族”等字眼;而游蕙祯在誓词中读出中华人民共和国时,被质疑将之读成脏话。

姚松炎则在誓词上加上“定当拥护香港制度, 争取真普选,为香港可持续发展服务”等字句。

香港立法会秘书长陈维安在事后指出,梁颂恒、游蕙祯及姚松炎的宣誓无效。陈维安说,三人曾被被要求重新宣誓,但仍未符合要求,所以未能完成宣誓,他表示三人不可以参与立法会的投票。

据BBC中文网报道,香港政府11日指,宪制要求立法会议员必须依法宣誓拥护《基本法》,效忠中华人民共和国香港特别行政区。立法会议员未能完成宣誓仪式,或有机会被取消就任资格。

事后,多名建制派议员也批评两人以“辱华”字眼称呼中国。建制阵型经民联议员梁美芬指,“支那”侮辱中国人身份,并要求两人道歉。

但是梁颂恒及游蕙祯均否认他们故意使用侮辱性字眼。姚松炎则回应称,他已经要求对自已被判宣誓无效一事,寻求法律意见。罗冠聪在宣誓后,质疑立法会秘书长陈维安有何权力裁定宣誓是否有效,会议暂停多个小时。

中国外交部发言人事后被问及立法会的一幕时,强调香港是中国的一个特区,“这一点是非常明确的,不容置疑的,也是不会改变的”。

另外,香港前立法会议员李柱铭访澳在全国新闻俱乐部发表演说时指,本届立法会议员宣誓风波,看到年轻人在争取民主的策略与上一辈不同。他认为中国只要兑现“一国两制”的承诺,“年轻人就不会将行动升级至要求独立”。

李柱铭表示,希望包括澳洲政府在内的各国政府,在公开场合和私下表达关注。

李柱铭认为,港独呼声未至严重地步,并认为大部分香港人不希望割断与中国的连结,指港人只想争取更大民主。
