Dan Tehan will pick up the role of assisting Mr Turnbull with cyber security, as well as defence personnel.
Mr Turnbull said with counting underway in the Senate, Minister for Tourism Richard Colbeck is not assured of retaining his seat.
"I have therefore decided not to reappoint Senator Colbeck whom I also thank for his service as a minister," the prime minister said.
But he said if he does hold his seat there would be no barrier to his returning to the ministry "in due course".
He thanked former frontbench colleagues Peter Hendy and Wyatt Roy who lost their seats at the election.
His new look ministry will be sworn in at Government House in Canberra on Tuesday.
"My team will now get on with the job of governing, constructively working and engaging with the other parties in the parliament, to deliver the strong and secure future," he said.
