Prime Minister Malcolm Turnbull has attempted to play down talks of an end-of-year minsterial reshuffle.
Former prime minister Tony Abbott has said he is willing to return to the frontbench.
But Communications minister Mitch Fifield has told Sky News, the final decision will be up to the prime minister.
Fifield: "There are no vacancies in the cabinet. Appointments are entirely are a matter for him (Prime Minister Malcolm Turnbull). But he's indicated that he's looking to the future. He's looking to bring people on to make sure that this is a government that continually refreshes."
