China and HK Express: man killing girlfriend in Taiwan arrested, but hard to charge murder in HK

Hong Kong police arrested a 19-year-old man after he admitted killing his girlfriend when they traveled to Taiwan last month. The body of the victim, Poon Hiu-wing, 20, a student at the Hong Kong Institute of Vocational Education, was found in a plastic bag that was dumped in a grassy area near the Taipei Metro Zhuwei station by Taiwan police.
