Australia has an 'inquiry mentality' that substitutes real action when it comes to the Northern Territory's juvenile justice system, the royal commission into youth detention has heard. Senior counsel assisting the commission Peter Callaghan SC questioned whether governments allow investigation "as a substitution for action and reporting is accepted as a replacement for results".Danny Chow reportgs.
