The Turnbull Government's controversial plans to change the citizenship test have suffered a major blow despite a late bid for crossbench support by Immigration Minister Peter Dutton. Thousands of migrants are no longer in limbo after plans to make it harder to become an Australian citizen were killed off in the Senate. Chowai and Ivan report.
