Before surviving a leadership challenge, Prime Minister Malcolm Turnbull has announced a series of changes to the proposed National Energy Guarantee. Climate sceptics in parliament, led by former prime minister Tony Abbott, had threatened to vote against the policy if it included any reference to a 26 per cent emissions target set out in the Paris climate agreement.
