2018 was a particularly busy year in the federal immigration portfolio. The plight of asylum seekers on Nauru was rarely out of the news, the government cast around for ideas to encourage more migrants into rural and regional areas and it caused a ruckus by flagging cuts to the country's overall migrant intake, as Elsa Tsang reports.
