John Tsang to deliver his fiscal budget

Financial Secretary John Tsang Chun-wah is going to announce the governments fiscal budget for 2016-17 on Wednesday. It was estimated that the government will record a surplus of approximately HK$60 to HK$80 billion.Given there has been a significant surplus consistently over the past few years, leading to the accumulation of fiscal reserves close to HK$900 billion, what will this budget bring for the people in Hong Kong?Chan Siu Kam reports.
