Hong Kongs pro-Beijing Legislative Council members have succeeded in pushing through amendments to the Council Rules of Procedure, as a result the pan-democrats are now deprived of their last resort, filibusters, to stall unpopular bills. In fact, as Winmas Yu explains in this episode of News Encyclopedia, different countries also have their regulations to limit the time, or the content, that the members can deliver the speech.
