塞車稅如何能解決 CBD 塞車問題?

澳洲不少大城市的市中心商業區 (CBD) 經常出現塞車情況,如何解決這個問題讓各政府感到異常頭疼。


昨日,格拉頓研究所 (Grattan Institute) 就此事作出建議,就是在繁忙時間對使用 CBD 道路網的駕車者,徵收塞車稅 (congestion charge)。

有人說,此稅對收入低的駕車者造成不公現象,究竟格拉頓研究所爲何認爲這個方法可以有效解決市區塞車問題呢?
