The Victorian Government has released a memorandum of understanding ((MOU)) with China over its controversial Belt and Road Initiative ((BRI)) after a secretive deal between the two was announced last month. ((oct))The state opposition, the Federal Government and foreign-policy analysts have sharply criticised the deal. But the state's Labor Party is adamant it can create more jobs and investment as the party lays out its plans ahead of the state election on November the 24th.
