The Australian Federal Police says the security and police presence will be ramped up, following the arrest of seven people over an alleged terrorist plot planned for Melbourne's C-B-D on Christmas Day.

Three heavily populated centres in Melbourne's CBD were allegedly at risk of being targeted by explosives - Federation Square, Flinders Street train station and St Paul's Cathedral.

AFP commissioner Andrew Colvin says they expect five of the seven people arrested to be charged for acts in preparation for a terrorist event.

Commissioner Colvin says the suspects -- all in their twenties -- were self-radicalised.
