South Sudanese Minister of Broadcasting and Telecommunication explained why he suspended the operation of the telephone company? In an interview posted to YouTube by Mading Ngor Akech of Dolku Media, Makuei said that Vivacell failed to conform to the laws of South Sudan. Vivacell was first exempted in when they entered into the agreement with SPLM over ten years ago.

SPLM leadership which owns 25% of shares in the company persuade the Government of South Sudan (GOSS) to exempt Vivacell in order to encourage many other telecommunication companies. Minister Makuei said, ‘Vivacell was told about the expiry of their exemption in October 2017’ but he also mentioned how the company led other companies in making strategies to avoid conforming to the National Communication Act 2012. SBS Dinka tried all the available contacts to get the side of Vivacell but they couldn't be reached.
