Soon after President Kiir announced the creation of 28 States, South Sudanese entered into a new debate about the presidential decree's legality. The lecturers of Juba University invited various political groups and including Presidential adviser to discuss the 28 States. Ambrose Riny Thiik who is the head of Jieng Council of Elders, attended the event. In the meeting, Ambrose Riny Thiik threatened to walk out of the public lecture at Juba University. The event was organised by Dr Luka Biong from the enter for Peace and Development Studies at Juba University. Earlier before the event, Ambrose was interviewed on SBS Dinka Radio.
