Philip Aguer: “We submitted the list of 11 counties not 14 counties”

Last week, Jonglei State announced new counties but the list exploded from 11 to 14 counties. Three of the 14 counties were not part of the original submission but appear in the presidential decree. When SBS Dinka contacted Philip Aguer Panyang, he said: "We submitted the list of 11 counties to the Council of States but what came out of presidential decree were 14 counties. The list was changed in the office of the Presidential advisor. Despite having not submitted the extra three counties, the legal status for the Presidential decree made us to go ahead with the implementation." Here is the interview with Philip Aguer
