South Sudanese Government released little about the cause of the riots at the National Security's facility (the blue house) on 7 Oct 2018. This segment is the continuation of the story in part two.

Biar talks about how the chief of army Gabriel Jok Riak and the police inspector became aware of the things happening behind closed doors of the National Security's prison.
 
 

"After the prison riot on 7 Oct, I and some individuals were selected to go and negotiate with the team led by Chief of Army Gabriel Jok Riak and the inspector of Police, and other officials. At the meeting, we raised 8 points that were the triggers that led prisoners at the blue house strike."

 
Biar told SBS Dinka that some of the people who were selected to represent the prisoners went and presented eight grievances to the government delegation. Some of the issues that were presented were the abuse of prisoners, torturing, alleged sodomisation and killing of inmates.
 

"...one of these issues raised was the raping of men and the women at the facility... I don't know if you have been to National Security's blue house in Juba? Every office has a bed inside, and these include the office of Director Akol Koor has a bed too. Girls who are arrested face these kinds of sexual abuses too, they are asked to come out of the prisons and then taking to these bed (for sex).'
