A government report is calling for the country's immigration system to be reformed to target younger, more skilled migrants with better English skills.

The Productivity Commission report recommends reducing the age limit of 50 years for permanent migration under the skill stream.

And it recommends providing greater openings in the points-based system for younger immigrants.

The report says priority should be given to improving the recognition of overseas qualifications obtained at high-quality institutions.

It also recommends tightening restrictions on family-reunion visas, including a substantial increase in cost for a contributory-parent visa.

Recommendations include more effective settlement services and measures to reduce the risks of immigrant worker exploitation.
