Melbourne moves to Step 3, Premier Daniel Andrews announces end to Melbourne's lockdown

Victorian Premier Daniel Andrews has announced further easing of restrictions.

From 11:59pm October 27, Metro Melbourne will move to the Third Step. This means daily average of cases in the last 14 day is less than 5 (state-wide) and less than 5 cases with an unknown source in the last 14 days (state-wide total)

  • The 25 km rule is still in place and regional border remains in place
  • There will be no restrictions on leaving home
  • All retail will open
  • Beauty and personal care services can resume
  • Outdoors with a limit of up to 50, indoors up to 20 for cafes restaurants and bars
  • Outdoor contact sport for those aged 18 and under will also begin again 
  • PT, fitness and dance classes can also be held outdoors with up to ten people
  • The number of people at outdoor pools can increase to 50, subject to density limits
  • Libraries and community venues will be able to open for outdoor events
  • Outdoor entertainment venues can also begin hosting visitors
  • Faith communities will be able to meet for outdoor religious ceremonies with up to 20 people, in addition to those required for the service
  • Weddings will increase to ten people, and funerals up to 20
  • Workplaces will no longer need to be on the permitted work list to open 
  • Visitors of up to 5 people (in the home) will be allowed
  • Schools will see a potential staged return for onsite learning for Grade 3 to Year 10 subject to public health advice
From November 8, the 25km limit will be removed and Melbourne will be able to meet regional Victoria at the same level, if Melburnians can continue to drive case numbers down. 

  • The capacity of pubs and restaurants will increase, with up to 40 inside and 70 outside

  • Religious gatherings will expand with up 20 people and a faith leader indoors,
     and 50 outside

  • Gyms and indoor fitness will be able to reopen – with some strict safety precautions in place

  • Accommodation will also reopen

  • The border between the city and the rest of our state will also fall away. 
After November 23, Metro Melbourne will move to the Last Step. This means there are no new cases recorded for 14 days.

  • There will be no restrictions on leaving home
  • Gatherings for up to 50 people will be allowed
  • Visitors of up to 20 people (in the home) will be allowed
  • Hospitality open for seated service only
  • All retail will open with safety measures
  • Phased return of organised contact sports
  • Galleries, museums and entertainment venues open with some restrictions
Metro Melbourne will move to COVID Normal when there are no new cases recorded for 28 days and no active cases and no outbreaks of concern in other States and Territories

  • There will be no restrictions on leaving home
  • There will be no restrictions on public gatherings, but record-keeping of attendees is a must 
  • Visitors in the home will not be restricted
  • Schools will open for onsite learning
  • Hospitality and retail open
  • There will be no limits on weddings and funerals, but record-keeping of attendees is a must
  • There will be no restrictions on community sports or spectators
  • Galleries, museums and other entertainment venues open with safety measures and record-keeping
