Malcolm Turnbull, who was the former chair of the Australian Republican Movement (ARM) made the comment during an address to the organisation's 25th anniversary dinner.
Opposition leader Bill Shorten has affirmed support for the move.
As this report, Mr Turnbull admits a republic is less an issue now than it was at the time of the last referendum in 1999.
