Mga employer sa Australya may karagdagang babayaran sa pag-sponsor ng mga foreign workers

Simula ngayong linggo, lahat ng mga employer na mag-sponsor ng mga foreign workers para sa temporary visa o employer sponsored permanent residency visas ay kailangan nang magbayad ng Skilling Australia Fund (SAF) levy. 

Ang batas, na magkakabisa simula Agosto 12 -na naipasa sa Parliament noong  May 9, 2018 - ay para sa mga Australian businesses, kabilang ang mga unibersidad.

Sinabi ng isang tagapagsalita ng Department of Home Affairs sa SBS Italian na ang bagong levy ay magpopondo sa Skilling Australians Fund (isang training fund na pinangangasiwaan ng Department of Education and Training) na sumusuporta sa pagsasanay sa mga Australyano. 

"There are no exemptions, except for Ministers of Religion and Religious Assistants sponsored under the labour agreement streams of the TSS and ENS visa programs," sinabi ng tagapagsalita sa email. 

"The SAF levy will be payable in full at the time the worker is nominated."

Ayon sa website ng DHA, ang mga employer na may turnover na mas mababa sa $10 milyon ay kinakailangang magbayad ng $1,200 sa bawat taon ng nominasyon ng empleyado sa temporary visa. Ang levy ay tataas sa $1,800 kada taon para sa mga businesses na kumikita ng higit 10 milyon kada taon. 

"Previously, all employers had to fulfil certain training-related obligations for each of their employee. This could be done via training courses and other means, while now it is only required an upfront payment," sinabi ng migration agent na si Alberto Fascetti sa SBS Italian.

"It certainly looks more expensive and a form of disincentive for businesses looking to employ migrant staff. The flip-side is that an upfront payment simplifies and clarifies the bureaucratic process for employers," sabi niya.

Lahat ng mga Australian businesses, kabilang ang mga unibersidad, na nagpasa ng bagong aplikasyon ng nominasyon sa ilalim ng Temporary Skill Shortage (TSS), Employer Nomination Scheme (ENS) or Regional Sponsored Migration scheme (RSMS) visa programs simula Agosto 12, ay kinakailangang magbayad ng levy. 

Ang Skilling Australia Fund Training levy ay mag-aaply sa employer sponsored permanent residency visa. Sa kasong ito, ang mga employer na may annual turnover na mababa sa $10 milyon ay kinakailangang magbayad ng one-off payment na $3,000, habang ang mga businesses na may higit $10 milyon na annual turnover ay kailangang magbayad ng $5,000.

"In the past many applications were rejected for lack of documents or miscalculations on behalf of applicants. Now the upfront payments eliminate this risk," sabi ni Mr Fascetti.

Makikita ang karagdagang impormasyon sa bagong levy kabilang ang mga kailangang pang bayaran sa website ng Home Affairs.
