Pagsagawa ng Australian citizenship test sa ibang wika maliban sa Ingles, inirekomenda

Isa lamang ang paghahain ng Australian citizenship test sa ibang wika sa mga rekomendasyon ng isinagawang review sa pagiging multikultural ng Australia.

Ikinalugod ng mga advocate ang 200-pahinang Multicultural Framework Review sa gitna ng mga panawagan na baguhin at paigtingin ng pamahalaan ang tinawag nitong “fragmented” o pira-pirasong polisa.

Ang review, na tumagal ng higit sa isang taon upang matapos, ay humiling sa pederal na gobyerno na isagawa ang 29 rekomendasyon, kabilang ang 10 na kailangan na agarang aksyon.

Resulta ang mga rekomendasyon matapos ang konsultasyon sa higit sa 1,400 indibidwal at 750 organisasyon sa kabuuan ng Australia.

Ang pinakamalaking rekomendasyon ay ang review ng citizenship test procedures, kabilan na ang paglalagay ng ibang wika maliban sa Ingles.

Sinabi ni Taraneh Arianfar, Managing Director ng Migration Affairs, na ang mga language requirement ay isang karagdagang pasanin sa isang mahabang proseso.

"Apart from a very small category that are exempted from the exam, the test, the rest are required to do the test in English, which is very challenging for some groups, especially minority and refugees categories and some family visa-holders," giit nito.

Isa pang rekomendasyon ay ang pagtatatag ng isang Multicultural Affairs Commission at Commissioner, pati na rin ang isang nakahiwalay na Department of Multicultural Affairs, Immigration and Citizenship, na may nakatalagang ministro.
"We will draw from and embed the key features of the review ... across all Commonwealth agencies and activities, now and into the future," tugon ng tapagsalita ng Department of Home Affairs.

Dagdag pa ng tagapagsalita na ang citizenship test ay may mahalagang papel sa pagtiyak na ang mga bagong mamamayan ay "marunong sa wikang Ingles at pag-unawa sa Australia", dagdag pa na ang pangunahing kaalaman sa Ingles ay sumusuporta sa integrasyon at pakikilahok sa komunidad.

“The citizenship test will continue to be offered only in English as this reflects the role our national language plays in unifying the community and ensuring those who become citizens can fully participate in Australian society,” pagbabahagi nito.

“The department continuously monitors the operation of the test in order to consider any potential adjustments and support that may be needed.”
Ikinalugod naman ng Refugee Council of Australia (RCOA) ang rekomendasyon na isailalim sa review ang citizenship test.

“In too many cases, we see families divided between those who are able to pass the citizenship and those who cannot,” saad ni RCOA chief executive officer Paul Power.

“Instead of penalising those with low English proficiency, we should strive to encourage all individuals to become citizens and contribute to Australian society. We urge the government to implement the Panel’s recommendation for a comprehensive review of the citizenship test.”

Ipinunto ni Sociology Professor Andrew Jakubowicz na sa kabila ng pangako ng gobyerno ng $100 million upang suportahan ang multiculturalism, wala pang tinatanggap sa mga nasabing rekomendasyon ang pamalahaan.

"A lot of the recommendations of the review relate to parts of government doing new things, and there's no framework until the multicultural commission is established, if it is established, of ensuring that those sorts of things happen."
