Mariing kinontra ng Department of Foreign Affairs (DFA) ang plano ng China na pagtatayo ng “Huang Yan Island National Nature Reserve” sa Scarborough Shoal na pag-aari ng Pilipinas at tinawag na Bajo de Masinloc o Panatag Shoal

Giit ng DFA, may sovereign rights at jurisdiction ang Pilipinas sa Bajo de Masinloc at may exclusive authority sa lugar.
DFA maghahain ng formal diplomatic protest laban sa plano ng China na tinawag na illegitimate at unlawful.
Ang Pilipinas din ang may karapatang magpatupad ng environmental protection sa teritoryo at maritime zones ng bansa.
