Easing restrictions too soon could trigger a second wave of coronavirus infections in Australia. That's a warning from the Grattan Institute's new report , 'Coming out of COVID-19 lockdown: the next steps for Australian health care'.

The release of the report comes as Victoria extends its state of emergency by at least four weeks, and re-imposes some restrictions due to a significant rise in cases.
