Vladimir Putin threatened the West and offered negotiations in his end of the year press conference. Russia's stationing of troops near the Ukraine border cast a shadow over the occasion. Russia is trying to stop NATO extending its reach further  East. The Olkiluoto nuclear reactor has at long last been activated; this was originally scheduled to take place in 2009. The attitude toward nuclear power has changed, considering climate change it is now considered to be preferable to burning fossil fuels.
