The Centre for Multicultural Youth in Victoria says the violent clash between South Sudanese and Pacific Islander youths had been brewing for some time.
The Centre for Multicultural Youth and the Youth Affairs Council of Victoria say trouble had been brewing well ahead of gang violence in Melbourne's city centre over the weekend.
Several people have been arrested following a violent brawl at Federation Square.
