Victoria's Premier has dashed hopes of venues opening up ahead of the AFL grand final with restaurants and cafes continuing takeaway only as part of coronavirus measures.

The Victorian Chief Minister has disappointed hopes of opening up places ahead of the AFL grand final with restaurants and cafes only allowed to serve takeaways as part of the coronavirus restrictions.
But there are concerns that struggling hotel and retail stores will not be able to hold out until the next phase of easing of restrictions, which is scheduled to ease from early November.
Event organizers are still waiting for stronger guidance on when they can slowly restart while beauty salons and gyms still can't open their doors.
