Malcolm Turnbull has announced a royal commission into the territory's youth detention system after damning footage of teenage inmates being abused at one centre was aired. He says the government is determined to examine the extent to which there has been a culture of abuse and whether there has been a culture of cover up.
The Royal Commision was planned after ABC TV in Four Corner revealed footage showing of mistreatment to young detainee in Dan Dale Youth Juvenille Detention Centre in Northern Territory.
