What are the politics of Australia’s travel ban on people trying to come to Australia from India?

The ban on arrivals from India has now come into effect. Anyone - including Australian citizens - trying to fly home from India faces the possibility of a significant fine and or jail time.

There are on-going criticisms that the measures that will be in place until mid-May are too harsh.  Why has the government introduced the measure for travellers from India and not people coming from other COVID-9 hotspots?
