Two 21yr old Japanese nationals were charged after the baggage examination after arriving at Melbourne International Airport on a flight from Bangkok, on Friday 26 Oct 2018.
Holes were drilled into the suitcases, and after testing the substance, it returned a presumptive positive result for methamphetamine (ice).
Australian Federal Police (AFP) officers charged the two men with importing a commercial quantity of border controlled drug.
The maximum penalty for this offence is life imprisonment.
ABF Regional Commander Victoria Craig Palmer said "This was a sophisticated concealment, and it shows no matter how the substance is hidden, our officers have the technology and expertise to find it."
"Ice destroys communities and tears families a part. The ABF works tirelessly to keep these illicit substances from hitting Australian streets, so I hope this sends a strong message to those attempting to bring them in - we will find them and you will be prosecuted."
The men will appear in court on 21 January 2019.
