Campbelltown - Koshigaya 40th anniversary

Campbelltown and Koshigaya started their sister city relationship in 1984. They have an annual student exchange program which marked the 36th last year. They hold adult exchange program in every 5 years, and the two cities send their staff to each other for two months alternately.

How can the two cities keep the relationship so strong and steady?
