Five search warrants were carried out this morning (Friday), seven arrests made, and five people remain in custody* for questioning.

Victoria Police Chief Commissioner (mr)Graham Ashton says the locations targeted included Federation Square, Flinders Street train station and St Paul's Cathedral.

He says a substantial number of people stood to have been killed or injured, if the attack had come to fruition.
