Melbourne City councillors have endorsed proposed changes to a local law banning camping in public places.

The legislation amends the definition of camping - removing the use of a car, tent or caravan as a requirement before police action can be taken - and gives officers more powers to move people who are sleeping on the streets.

The public has 28 days to make submissions before further action is taken.

A group of crisis support agencies has warned the new law would not take homeless people off the streets, but instead force them into more dangerous situations.
