Melbourne is bracing for its chilliest day this year so far and the coldest May day in seven years.

The mercury is tipped to reach 12 degrees celcius in the Victorian capital on Wednesday which would be the coldest day in May since May 25, 2012, when it hit 11 degrees.

"It'll also be the coldest day of the year so far for Melbourne," Bureau of Meteorology senior forecaster Tom Delamotte told AAP.

Regional Ballarat, west of Melbourne, is set for a maximum seven degrees. If it stays that cold, it will be the coldest May day for Ballarat since 2000.

The strong cold outbreak across the state will bring windy conditions and possible low level snow down to 600 metres elevation.

Mr Delamotte said Mt Dandenong and the higher peaks in the Otways, Strezlecki and Macedon Rangers could be in for a dusting of snow.

The coldest place in Melbourne on Wednesday morning was Ferny Creek in the Dandenong Ranges, which reached four degrees at 7.20am.

Statewide, the chilliest place was Mt Buller in the Alpine region, which fell to minus four.

Melbourne is set for a windy day with a very high chance of rain, possible thunderstorm and hail.

A severe weather warning for damaging winds has been issued for people in Central, East Gippsland, South West, North Central, North East, West and South Gippsland and parts of Wimmera forecast districts. There'll also be squally winds over southern and mountain areas.
