Melbourne has shivered through its coldest August morning in 21 years, while other parts of Victoria have also started the day with freezing temperatures.

The city woke to a low of 0.8C, marking the coldest August morning since 1997, Bureau of Meteorology senior forecaster Chris Godfred told AAP.

But 25km north of the CBD it was even colder with Melbourne Airport recorded its coldest August morning in 32 years with a minimum of -2C. Coldstream, in the northeast, dipped to -2.3C.

"We don't tend to get mornings like this especially this late in the winter season. We have certainly not seen these conditions (in August) for over 20 years so, it is rather exceptional," Mr Godfred said.
