Federal Opposition Leader Bill Shorten has told an enthusiastic crowd that proposed cuts to Sunday penalty rates is a wider attack on the living standards of all working Australians.

The Labor leader arrived at a seaside Melbourne venue to the cheers of hundreds and told them to start hosting community events to debate the cuts to Sunday penalty rates.

He said the fight to stop the cuts could only be won "house by house, street by street".
