Victoria's staggeringly high road toll this year, which has seen 18 people die after not wearing seatbelts, has prompted an emergency summit of experts.

Assistant Commissioner Stephen Leane told 3AW radio on Wednesday it appears Victorians are suffering a "collective brain fade" and challenging the state's reputation as one of the safest places in the world to drive.

The May 31 summit will include experts from the TAC, VicRoads, Victoria Police, Monash University Accident Research Centre, RACV, Road Trauma Support Services Victoria and motorcycle and cycling advocates.
