Victoria youth prison break ordeal over, escapees arrested

The final two youth prisoners that broke out of a Victorian youth detention centre have been arrested in regional Victoria.

The final two inmates who have been on the run for 24 hours from a Victorian youth justice centre have been arrested.

Police confirmed shortly before 3.30pm on Thursday the final two inmates were arrested in Colac after the mass breakout at the Malmsbury detention centre on Wednesday.

The latest arrests come as five other escapees were caught at various locations across the state on Thursday morning.

Four were arrested around 8am in Ashburton in Melbourne's southeast, and another boy, 17, was arrested at a property in the Ballarat suburb of Redan about noon, police say.

Eight were captured before nightfall on Wednesday while the other seven were suspected of arming themselves with a knife and a baseball bat and committing four armed robberies in Noble Park, Bonbeach and Moe.

A white Suzuki 4WD, in which several escapees had been travelling, collided with another vehicle and was abandoned in Mulgrave about 11.40pm on Wednesday.

While police had the identities and description of the "fairly dangerous" escapees, information could not be publicly released without an application to the head of the Children's Court because they are juveniles.

But pictures of the two remaining escapees were released on Thursday afternoon and then quickly removed by police once they had been arrested.

About 30 inmates were involved in a riot at the justice centre on Wednesday, with 15 of them escaping after assaulting a staff member and stealing a security pass.

Five more were arrested after they agreed to leave the roof of a unit they had climbed inside the facility.

Three youths involved in the riot have been moved to a juvenile unit at the maximum security Barwon Prison and more could follow, Youth Affairs Minister Jenny Mikakos says.

She said the Malmsbury facility, which was brought under control just after 8pm, remains in the hands of police as necessary repairs are made.

Ms Mikakos also said significant changes would be made to the Victorian youth justice systems.

"Victoria is going to get a fit-for-purpose, high-security youth justice system and there will be more beds in that system than we have at the moment," she told reporters.

The Victorian government's public order taskforce will meet on Thursday.
