New research has placed the blame for the nation's housing-affordability crisis squarely on state and federal governments, saying they have ignored the real cause: poor planning.

The Grattan Institute research centre says, despite politicians proclaiming they are dealing with Australia's chronic housing-affordability problem, they have actually had little impact.

And the Melbourne-based centre's latest report says what impact the politicians have had has only made the situation worse.

The report accuses both state and federal governments of concentrating on quick-fix, short-term solutions, rather than committing to a long-term overhaul of planning for housing.

It even suggests reducing the level of immigration as a possible last resort.
