In its recent editorial titled "A Shameful breach of our duty of care", the SMH calls on the Government to empower the Royal Commission to probe into the Northern Territory's juveline legal system but not to limit only to the Don Dale Centre.

The paper points out that these abuses are not new but it's just that too few people cared enough to stop them.

It aruges, "Let's not pretend that politicians, public servants and many Northern Territorians did not know that illegal abuse of children was occurring in detention centres.

"It's just that too few people cared enough to stop it."

In this sense, the Herald has welcomed the leadership of Prime Minister Malcolm Turnbull in calling a royal commission just hours after shocking footage was seen by millions of people beyond the Territory.
