유엔 안전보장이사회는 섬유수출을 금지하고 유류공급을 30% 가량 차단하는 등의 내용을 골자로 한 대북 제재안을 만장일치로 채택했다.
줄리 비숍 장관은 미국의 원유 전면금수 요구가 정당화되지 못했다고 말했다.
비숍 장관은 "원유 금수와 관련해 큰 견해차가 있었고, 유류 수입을 전면 금지하면 경제 전체가 붕괴하고 엄청난 규모의 인도주의적 결과가 있을 것이라는 의견이 있었다."며 "하지만 북한에 대한 경제적 압박을 높이는 것은 우리가 환영하는 일"이라고 말했다.

한대성 유엔 주재 북한대사는 북한이 유엔 안보리 결의안을 거부한다며 반발했다.
한 대사는 "내 나라에 대한 제재 결의안 채택은 그 어떤 비용을 치르고서라도 북한의 이데올로기와 사회제도, 또 북한 사람을 없애려는 미국의 의도를 보여주는 극도의 표명"이라며 "그같은 행동은 노골적인 주권 침해이자 국제 평화와 정의에 대한 심각한 도전"이라고 비난했다.
